MOSCOW, 23 November - The 4th Gas Exporting Countries Forum (GECF) Summit opened on Tuesday in Santa Cruz, Bolivia and will continue through 24 November. Energy ministers from 12 countries are meeting to discuss energy markets, the role of natural gas in the development of the global energy industry and continued cooperation on energy.
Advisor to the President of the Russian Federation Anton Kobyakov and France’s new Ambassador to Russia Sylvie Bermann met in Moscow at the initiative of the French side. On the agenda was a wide range of issues related to promoting and stimulating trade relations between the two countries. A separate set of questions concerned how France will participate in the international economic events set to take place in Russia in 2018.
The world has passed the point of no return. Clean energy technologies have matured and a producers’ market has been established. According to International Energy Agency estimates, the cost of components for sea-based wind-power plants will drop 15% and of those for solar generators 25% by 2021. Replication of standard solutions for renewable energy helped green energy projects surpass all of the world’s coal-fired power plants in combined installed capacity two years ago. Russia has only just embarked on generating renewable energy on a mass scale but growth is inevitable – just look at the new renewable energy projects in its regions.
Agency for Strategic Initiatives General Director Svetlana Chupsheva noted that Russia ranked last in terms of power grid connections back in 2011.
The Ministry of Energy has presented the energy efficiency rating of the Russian regions for 2016. Ministry experts recognized St. Petersburg, the Khanty-Mansi Autonomous District, Moscow, and Tatarstan as the leaders in the rating. Bringing up the rear were Sevastopol, Chukotka, and Dagestan.

Russian Deputy Minister of Energy Kirill Molodtsov said at the plenary discussion ‘Increasing the Efficiency of Oil Extraction: Meeting the Challenges’ during Russian Energy Week that there has been an increase in the production of hard-to-recover oil reserves in recent years.
President of Schneider Electric for Russia and CIS Johan Vanderplaetse noted that Russian Energy Week was a key event for the energy industry. “Russian Energy Week has become a major platform for discussing the objectives of the industry and innovative technologies and working out solutions for the development of the energy sector, not only on a Russian scale, but on a global scale as well”, he said.
Secretary General of the Organization of the Petroleum Exporting Countries (OPEC) Mohammed Barkindo said at the ‘Energy for Global Growth’ plenary session during Russian Energy Week that the oil market is capable of restoring its balance.
International Renewable Energy Agency (IRENA) Director General Adnan Amin said at the 6th Global Energy Summit during REW 2017 that humanity is approaching the limit of the planet's capabilities.
