Russian Energy Week International Forum 2019 Outcomes


The central event of the first day of the Russian Energy Week was the ‘Energy Partnership for Sustainable Growth’ plenary session attended by President of the Russian Federation Vladimir Putin. Along with the Russian leader, the speakers included Mohammad Sanusi Barkindo, Secretary General, Organization of the Petroleum Exporting Countries (OPEC); Darren Woods, Chairman, Chief Executive Officer, Exxon Mobil Corporation; Robert Dudley, Group Chief Executive, BP; Rainer Seele, Chairman of the Executive Board, Chief Executive Officer, OMV AG; Pekka Lundmark, President, Chief Executive Officer, Fortum Corporation. The discussion touched upon the issues of global energy market, challenges facing the global energy and key problems of international cooperation in the energy sector.

«This year, and we mark that with satisfaction, we have a record high number of participants, which means that the Forum has been gathering pace. I am certain that the foundation of this interest is our resolve to cooperate and build confidence. All that is aimed at technological progress in the energy sector, at energy security and environmental safety of our planet... It is of importance to employ all the mechanisms to balance the market, bearing in mind interests of all stakeholders, and find mutually acceptable solutions,» noted Vladimir Putin in his speech.

The Russian Energy Week was organized by the Ministry of Energy of the Russian Federation and the Roscongress Foundation, with the support of the Government of Moscow.

1. REW 2019 business programme

The Forum business programme was based on discussions touching upon digital transformation of the industry, development of the coal market, nuclear energy, new pricing trends at international oil markets, prospects of cooperation between fuel and energy companies and defense industry complex for import substitution, technological development and environmental security of the energy market.

On 3 October, one of the key REW events was held — the 21st Ministerial Meeting of the Gas Exporting Countries Forum (GECF). It is the only intergovernmental organization in the global natural gas sector. The meeting was attended by Minister of Energy of the Russian Federation Alexander Novak and heads of energy agencies representing Algeria, Bolivia, Venezuela, Egypt, Iran, Qatar, Libya, Nigeria, the UAE, Trinidad and Tobago, Equatorial Guinea, Azerbaijan, Angola, Iraq, Kazakhstan, Norway, Oman, Peru and other countries. Delegates discussed dynamics, trends and prospects of the development of the natural gas market and considered the GECF Global Gas Outlook 2050 prepared by the organization.

The Russian energy track agenda was widely presented at such sessions as ‘Towards Leadership in the Global Energy Mix: Priorities of the Gas Industry’, ‘Digital Transformation Cannot Be Stopped: How Can We Ensure Critical Infrastructure Security?’, ‘The Development of Global Energy and the Future of Coal’, ‘Nuclear Energy as an Integral Element of the Sustainable Future Agenda’, ‘Further Regulation of the Russian Power Grid: Target Model and Amendments to the Development Strategy’. The sessions featured representatives of both Russian and foreign companies, including: Alexey Likhachev, Chief Executive Officer, State Atomic Energy Corporation ROSATOM; Viktor Zubkov, Chairman of the Board of Directors, Gazprom; Pavel Livinsky, General Director, Chairman of the Management Board, Rosseti; Carlo Palasciano Villamagna, General Director, Enel Russia; Gerhard Schroeder, Chairman of the Shareholders’ Committee, Nord Stream 2 AG, and others.

As part of the Forum business programme, the following events were held: All-Russian Meeting on ‘National Projects: State Priorities and Opportunities for Growth’, All-Russian Meeting on the ‘Preparation of the Electric Power Industry for Autumn and Winter 2019/2020’, All-Russian Meeting on the Promotion of Energy Conservation and Information Transparency in the Fuel and Energy Industry, announcement of results and awards ceremony of the All-Russian MediaTEK Competition 2019 for media organizations, press services of energy companies and regional administrations, the Global Energy Prize Award Ceremony.

«The issues of energy preservation and efficiency became an integral part of the Russian Energy Week agenda. In fact, they have turned into new trends for energy sector development. Suggestions on further informational transparency and the best projects positively assessed by leading experts will be implemented in our regions,» said Deputy Minister of Energy of the Russian Federation, Deputy Chairman of the Organizing Committee Anton Inyutsyn.

On the #TogetherBrighter Youth Day the following events were organized: interactive sessions on starting youth projects to develop and promote the Russian energy sector; youth predictions for the future of global energy development; CASE—IN International Engineering Championship; the final of the All-Russian contest of graduate qualification projects in the fields of power and electrical engineering, and many others. During the traditional Open Dialogue young people had the chance to meet Minister of Energy Alexander Novak and Minister of Science and Higher Education Mikhail Kotyukov.

«As one of the global fuel and energy leaders, Russia greatly contributes to the development of the global energy agenda. Such events as the Russian Energy Week International Forum are a key platform for discussing the future of the industry. This year, at the Forum, with our partners we discussed joint plans for fuel and gas sector development until 2024 in the changing world, as well as prospects of the energy sector related to the implementation of large-scale projects,» underlined Minister of Energy of the Russian Federation Alexander Novak.

The educational programme featured events on occupational guidance for school children, while university students talked to representatives of energy companies and institutes, and attended workshops on CV building, job interviewing, and the finding the dream job.

The main programme of the Forum included over 70 events in various formats, such as the plenary session, panel sessions, roundtables, lectures, meetings of industry experts etc. 417 speakers took part in the Forum business programme.

At their stands, REW partner companies presented their cutting-edge developments and achievements in fuel and energy sector in a multimedia format. Among them were Gazprom, Rosseti, NOVATEK, ROSATOM, Fortum, Transneft, Power Machines, Rosneft, and the Government of Moscow.

2. Participants

In 2019, the four-day Forum was attended by over 10,000 participants and media representatives from Russia and 115 other countries and territories. For the first time representatives of Guinea, Guinea-Bissau, the Republic of the Congo, the Democratic Republic of the Congo, South Ossetia, Somalia, and the Czech Republic took part in the Forum.

More than 3,000 guests participated in the Youth Day, and around 3,500 were representatives of Russian and international business, including employees of 900 Russian companies and 235 companies from 68 countries and territories, such as Austria, Azerbaijan, Algeria, Angola, Afghanistan, Belize, Belgium, Bulgaria, Bosnia and Herzegovina, the UK, Hungary, Venezuela, Virgin Islands, British Virgin Islands, Gambia, Ghana, Germany, Denmark, Egypt, India, Indonesia, Jordan, Iraq, Spain, Italy, Kazakhstan, Qatar, Cyprus, China, the Republic of the Congo, Kuwait, Latvia, Libya, Lithuania, Luxembourg, Mongolia, Nepal, Nigeria, the Netherlands, Norway, the UAE, Oman, Bailiwick of Guernsey, Pakistan, Panama, Poland, Abkhazia, Belarus, the Republic of Korea, El Salvador, Saudi Arabia, Singapore, Slovenia, the USA, Taiwan (China), Thailand, Turkmenistan, Turkey, Uzbekistan, the Philippines, Finland, France, Croatia, Switzerland, Sweden, Estonia, the Republic of South Africa, Japan.

Forum business events were attended by heads of international organizations and associations: Mohammad Sanusi Barkindo, Secretary General, Organization of the Petroleum Exporting Countries (OPEC); Yury Sentyurin, Secretary General, Gas Exporting Countries Forum (GECF); Armida Salsiah Alisjahbana, Executive Secretary, United Nations Economic and Social Commission for Asia and the Pacific (ESCAP); Jean-Marie Dauger, Chairman, World Energy Council; Sun Xiansheng, Secretary General, International Energy Forum (IEF); Francesco La Camera, Director-General, IRENA.

Moreover, 15 foreign ministers and 44 heads of diplomatic missions participated in Forum events. Among Russian officials were Deputy Prime Minister of the Russian Federation Dmitry Kozak; Advisor to the President of the Russian Federation, Special Presidential Representative on Climate Issues Ruslan Edelgeriyev; Aide to the President of the Russian Federation Andrei Belousov; Minister of Energy of the Russian Federation Alexander Novak; Minister of Construction, Housing and Utilities of the Russian Federation Vladimir Yakushev, as well as heads of 3 federal agencies.

The Forum venue was attended by over 400 Russian fuel and energy companies’ representatives.

From 2 to 5 October, more than 250 volunteers were working with REW participants and guests at the Forum venue.

3. Agreements

During the Forum a number of agreements were signed, including signing of the Protocol on amendments to the Agreement between the Government of the Russian Federation and the Government of the Republic of Armenia on cooperation for supplying natural gas, oil products and rough natural diamonds to the Republic of Armenia.

The most significant signed documents:

  • Memorandum on cooperation between GECF and OPEC;
  • General contractor agreement on the turnkey construction of the CCGT-250 between Kazanorgsintez and Siemens
  • Cooperation agreement between the Financial University under the Government of the Russian Federation and RusHydro;
  • Agreement between the Support Fund for the Reform of the Housing and Utilities Sector and the Government of the Perm Territory;
  • Joint memorandum of cooperation between the Government of the Ulyanovsk Region, the Ulyanovsk Region Technological Development Agency Autonomous Non-Profit Organization of Continuing Education, and the German Energy Agency (DeNa);
  • Cooperation agreement between ROSATOM and Rosseti;
  • Agreement of intent between Tatneft and the United Rocket and Space Corporation of Roskosmos.

4. Media

Media representatives received 645 badges, 566 of which — to Russian citizens, and 79 -—to foreign citizens. Badges were granted to media representatives from 26 countries (excluding Russia): Azerbaijan, Algeria, Armenia, the UK, Hungary, Venezuela, Ghana, Germany, Egypt, Iraq, Iran, Spain, Italy, Qatar, Latvia, Nigeria, the UAE, Pakistan, Belarus, Saudi Arabia, the USA, Turkey, France, Estonia, South Sudan, Japan.

REW 2019 media partners were represented by 14 federal media agencies: Russia 24, Business FM, Rambler, TASS, Rossiya Segodnya, Interfax, Izvestia, Kommersant, Rossiyskaya Gazeta, Komsomolskaya Pravda, Expert magazine, Snob, Pro Business TV channel, News.ru, and 24 industry media, including Geoenergetics online magazine, Power and Industry of Russia newspaper, Ruscable portal, Neftegaz.ru, Camelot Publishing, Automatization and IT in Energy Sector, Energy Policy, Electric Power. Transmission and Distribution, Energosberezhenie, Energypolis, Energy without Borders, Elektrotekhnicheskiy rynok, Neftegazovaya Vertikal, Energetik, Electric Power News, Electrical Stations, Oil and Gas Field Engineering, Exposition Oil and Gas, Energy of Unified Grid, Rynok Elektrotekhniki, RBG, Oil and Capital, Last Mile, and Technical Opponent. International media, such as S&P Global Platts, Thomson Reuters, Refinitiv, also provided information support to the Forum.

5. Information services

REW 2019 mobile app (rew 2019) is the best way to get the latest information about the events and available services.

The app served as a tool for work and communication planning at the Forum.

During the Forum the app was downloaded over 2,500 times, which is two times more than last year.

Live broadcasts of business programme events were available at the Forum website in the Programme section, and they have been saved in the archive after the event. During the Forum the service was used over 20,000 times.

REW photo bank. The Roscongress Foundation provided photography services for all REW business programme events. All Forum photo materials are published and available for free download in high resolution at http://photo.roscongress.org/ru. They can be used with a link to the Roscongress Foundation. During the Forum the REW photo bank service was used by 3,800 people, with around 40,000 views.
