Russian Energy Official: Russian Companies Can Provide Consumers with Better Quality with Minimum Harmful Impurities

Moscow, October 12 – Russia has high quality coal that is in demand among consumers, but issues concerning infrastructural restrictions on the export of coal products need to be resolved, Deputy Minister of Energy of the Russian Federation Sergey Mochalnikov said at the session ‘Recalibrating Logistics for Coal Exports Under Sanctions Pressure’ during Russian Energy Week.

“Russian companies can provide any quality of coal that consumers need with minimum harmful impurities in any volume needed. The one question is how to deliver the goods to the consumer,” Mochalnikov said.

He noted coal must be redirected to other markets due to sanctions restrictions. Asia-Pacific countries are a growing market with great prospects, however there is limited transport capacity towards the East.

“In this regard, the most important parameter for us is the clear, unconditional observance of the deadlines for commissioning facilities to expand key infrastructure. By the end of 2024, export transport capacity of 180 million tonnes should be achieved. This is crucial,” he said.

“In addition to the need to observe the deadlines for expanding transport capacity, we must have a stable fiscal regime. We need to clearly understand the predictability and transparency of the railway tariff, the cost of transhipment at ports, and the cost of freight,” he said.

Mochalnikov stressed that Russian coal is in high demand and the market has great prospects. “Starting from 2024 and for the next five years, we will grow steadily. The demand for coal exceeds our ability to deliver high-quality coal to consumers around the world,” he said.
