Russian Association of Wind Power Industry (RAWI) together with the Roscongress Foundation and Elektrifikatsiya JSC organised the meeting of participants of the wind power industry ‘The Challenges of Localizing the Production of Wind Turbines in the Russian Federation’ as a part of the business programme of the International Forum ‘Russian Energy Week’. The panel session in the format of a dialogue between speakers, participants and audience is to touch upon the current issues of the industry.
One of the significant requirements of the Russian legislation for supporting renewable energy sources is the localization of equipment production. For wind power generation, this figure should reach 65% by 2019, of which 44% are the components of wind turbines: blades, towers, hubs and inverters, transformers, cables and reducers with generators, etc. In general, Russian enterprises are ready to produce practically all the necessary components. Today, the country already shows the first signs for the production of wind turbine components: Ulyanovsk Region produces the blades, Nizhny Novgorod and St. Petersburg – the nacelles, Taganrog – the towers, and Volgodonsk has the assembly plant.
Also, there are manufacturing plants with state-of-the-art equipment ready to produce many components for wind turbines. However, according to the RAWI study, dozens of enterprises capable of producing the necessary equipment are still not involved in the process. Production opportunities and the location of such manufacturers provide the market opportunities for national expansion. It is a strong potential to advance the emerging industry of power engineering in Russia. The new sector also has a high export potential: Russian manufacturing enterprises can supply the developing wind power industry in neighbouring countries.
Representatives of the Ministry of Industry and Trade of the Russian Federation and leading manufacturers of the industry (Vestas, Siemens Gamesa Renewable Energy, Windar Renovables, Dongfang, Ming Yang) are invited to participate in the discussion ‘The Challenges of Localizing the Production of Wind Turbines in the Russian Federation’. Experts are to discuss the international experience of establishing the wind power industry and its potential in Russia, the most critical production standards of component manufacturing, the issues of recruitment of new participants in the localization process, whether Russia needs a national line of wind turbines and other current issues. This event will be moderated by Igor Bryzgunov, Chairman of RAWI.
The International Forum ‘Russian Energy Week’ is to take place on 3–6 October in Moscow. Discussions of all aspects of the energy industry, as well as the latest technologies, are among the events of the business programme of the REW 2018 with the participation of representatives of government agencies and industry leaders. Also, the Forum organizers will hold sessions on such important subjects as alternative energy and renewable energy sources.
