D. Manturov and A. Novak Chair Meeting of Coordination Council on Import Substitution of Equipment

During the Russian Energy Week International Forum, Deputy Prime Minister and Minister of Industry and Trade of the Russian Federation Denis Manturov and Deputy Prime Minister of the Russian Federation Alexander Novak chaired a meeting of the Coordination Council on the Import Substitution of Oil and Gas Equipment under the Government Commission on Import Substitution, which includes the CEOs of all key companies in the industry and the relevant government bodies, as well as the heads of Russia’s regions.

Opening the meeting, Manturov spoke about the importance of continuing regular work to develop the industry. “We are returning to the proven practice of assigning technological areas to fuel and energy companies. At the Tyumen Energy Forum, an agreement was signed with Gazprom Neft on drilling and onshore production equipment. Today a similar document will be signed with Sibur on equipment for the petrochemical industry. And a roadmap has also been approved for the transition from foreign standardization and certification systems to Russian ones,” Manturov said.

At the end of the meeting, Novak instructed oil companies to sign agreements by the end of the year in seven areas in order to develop a critical range of equipment and technologies for the oil and gas industry and to prepare roadmaps on the major work that needs to be carried out to produce and put them into industrial operation.

“We have systematized import substitution activities and appointed people responsible for the creation of 220 of the most critical technologies in the fuel and energy sector. Now we need to work more actively. This task has been assigned by both the president and the prime minister,” he said.

All the work in this regard will be monitored as part of an initiative put forward by Prime Minister of the Russian Federation Mikhail Mishustin to develop equipment for the oil and gas industry. Vertically integrated oil companies and machine builders will provide the information based on which decisions will be made. A separate aspect of this work will involve identifying a test site and testing rules, as well as certifying equipment for compliance with the national standards that are actively being developed by the Institute of Oil and Gas Technology Initiatives.

The next meeting of the Coordination Council on Import Substitution is scheduled for the first half of 2024.

Following the meeting, Alexander Novak and Sibur Chairman of the Board and CEO Mikhail Karisalov signed an agreement of intent in Manturov’s presence to develop the production of Russian-made equipment for the petrochemical industry. The joint implementation of a roadmap to develop production equipment for the period until 2030 will be the main mechanism for implementing this agreement. Once the economic efficiency of these developments is confirmed, these agreements could enable Sibur to import up to 20 groups of equipment.

“I am certain that the agreement will serve as a successful example of combining the efforts of the state and business to accelerate the country’s technological development and achieve the technological sovereignty of the domestic petrochemical industry,” Novak said.

The Russian Energy Week International Forum is a key global platform for discussing current trends in the development of the modern fuel and energy sector. This event is traditionally held at the highest level, featuring the participation of leaders from the largest companies in the energy industry. In 2022, more than 70 events, with the involvement of over 270 speakers, were held as part of REW. The Forum attracted over 3,000 participants and media representatives from Russia, as well as 83 foreign countries and territories. The Forum is organized by the Roscongress Foundation and the Ministry of Energy of the Russian Federation, with the support of the Moscow City Government.
