Moscow’s energy infrastructure is one of the most extensive in the world, providing power to the 12.5 million people in the city. The Russian capital boasts a stable and reliable energy supply.

The existing capacity necessary for the rapid growth of the city means consumers enjoy a stable and uninterrupted energy supply and the energy requirements of promising urban programmes and infrastructure projects are met. It has been nine full years since the city suffered from an emergency power outage.

The sustainable development of the energy infrastructure has enabled a 33.3% reduction from 2011 to 2019 of the value of the energy sector as a percentage of the gross regional product. In 2020, this should drop further to 40%, which meets the goals set by the Government of the Russian Federation.

The State Atomic Energy Corporation Rosatom is a multi-industry holding company that comprises assets in power engineering, machine building, and construction.  Its strategy is to develop low-carbon generation, including wind power.  ROSATOM is the national leader in power generation (accounting for about 20% of the country's total output) and ranks first globally in terms of the size of its portfolio of orders for the construction of nuclear power plants: 33 power units in 10 countries are at different stages of implementation. Rosseti Group is one of the world's largest power grid holdings and a supplier of electricity to consumers in 82 regions of Russia. Rosseti operates 2.47 mn km of power transmission lines and electrical substations with a total capacity of 834,000 MVA. The grids of Rosseti Group transmit over 77% of all electrical power generated in the country.

A world leader in oil transportation.

Transneft is the largest oil pipeline company in the world, and the state operator of Russia’s trunk pipelines for crude oil and petroleum products.

NOVATEK is Russia’s largest independent natural gas producer. Founded in 1994, the Company is engaged in exploration, production, processing and marketing of natural gas and liquid hydrocarbons.

The Company is in the top three in terms of proven reserves and top five in terms of gas production among major public companies globally. The Company’s reserve to production ratio (SEC) as of the end of 2022 is 28 years.

Developing competitive natural gas liquefaction facilities is the Company's key strategic focus.

Yamal LNG, the Company's largest LNG project, is located on the Yamal Peninsula. It is an integrated project for production, liquefaction and export of natural gas. In 2019, an integrated facility for LNG production and transshipment commenced its operation in the port of Vysotsk, Leningrad Region.

For its future LNG projects, the Company built an Offshore Superfacility Construction Center in Murmansk Region, which has a vital role to play for the LNG equipment manufacturing industry emerging in Russia. The Center is currently busy with fabricating the first two GBS LNG Trains for the Arctic LNG 2 project. The Arctic LNG 2 project's three trains are expected to commence operation in 2023, 2024 and 2026, respectively.

PJSC Sberbank is Russia’s largest bank and a leading global financial institution. Holding almost one-third of aggregate Russian banking sector assets, Sberbank is the key lender to the national economy and one of the biggest deposit takers in Russia. The Government of the Russian Federation represented by the Ministry of Finance of the Russian Federation is the principal shareholder of PJSC Sberbank owning 50% plus one voting share of the bank’s authorized capital, with the remaining 50% minus one voting share held by domestic and international investors. “Surgutneftegas” PJSC is one of the largest vertically integrated oil companies in Russia bringing together the research-design, exploration, drilling, production units, oil and gas processing and marketing enterprises. The Company develops its business in Russia operating from the Baltic Sea to the Far East.

New Mining Management Company LLC is a Russian coal mining holding that extract, process, transport and sell of premium quality coking coal and other coals for metallurgy. RusHydro (Public Joint-Stock Company Federal Hydropower Company RusHydro) 

RusHydro is the largest Russia’s electricity company, the country’s first and third globally in the hydropower industry. Russian Federation owns a 62.2% stock in RusHydro.

Irkutsk Oil Company (INK) is one of the largest independent producers of hydrocarbons in Russia. The company was established in 2000 and is engaged in prospecting, exploration and development of 53 license blocks in Irkutsk region, Krasnoyarsk region and the Republic of Sakha (Yakutia).

INK is the largest taxpayer and employer in Irkutsk region. The total number of employees is more than 15,000.

INK's largest investment project is the gas chemical cluster being implemented in the city of Ust-Kut worth over 0.5 trillion rubles. It includes facilities for gas production, treatment, transportation and processing, helium plant, as well as the Irkutsk Polymer Plant with the capacity of 650 thousand tons of commercial products per year. The plant will be provided with its own feedstock.

INK follows the concept of sustainable development. JSC Independent Oil and Gas Company is a vertically integrated holding. The main activities are search, exploration and development of oil and gas fields, oil refining, production and marketing of petroleum products. The Group's enterprises operate in 16 regions of Russia and abroad.

One of the key regions of the Company's activity is the Far East, where the Khabarovsk Oil Refinery is located with a capacity of processing 5 million tons of oil per year. GPB is one of the technology leaders in the Russian financial market. ELSI is one of the leaders of the Russian coal mining industry. The Company produces and exports premium-quality coking coal and anthracite for steel makers. 

ELSI is on track to become the world’s largest producer of coking coal within the next decade. During this period the company, founded from scratch, plans to achieve the annual production level of 100 million tonnes. 

The Company manages a range of assets in eastern regions of Russia: the Republic of Sakha (Yakutia), Khabarovsk and Primorsky Territories, and Novosibirsk, Kemerovo and Amur Regions. ELSI currently employs 16,000 people, and the Company produced nearly 45 million tonnes of coal in 2022. 

ELSI is now working on creation of a large-scale logistics cluster in the Russian Far East. The project includes construction of the longest private railway in the Russian Federation (the Pacific Railway) and a new maritime coal terminal (Port Elga) with annual throughput capacity of 30 million tonnes. The Pacific Railway, which will connect the Elga coal-mining complex with Cape Manorsky in Khabarovsk Territory, is scheduled for completion in 2026. The railway will be 626 km long, including junctions and stations, and will enable ELSI to export up to 30 million tonnes of coal per year. 

Total length of railway lines owned by ELSI after completion of the Pacific Railway will be about 1300 km.

JSC «Coal Company» «Kuzbassrazrezugol» was established on 19, May 1964 as a specialised combine Kuzbasskarierugol.

Leader in the coal market:

- 1st place in Kuzbass (~ 21% of the total volume of coal production)

- 2nd place in Russia (~ 11% of the total volume of coal production).

The company is developing 16 coal deposits. The raw material base – is more than 4.3 billion tons of coal. The main grades of coal mined are D, DG, G, GLR, G, CO, CS, KSN, SS, T, A.

The volume of coal processing at the Company's coal processing facilities is almost 90%. More than 70% of mined coal is sold for export.

JSC MC «Kuzbassrazrezugol» is certified according to four international standards - ISO 9001:2015 (quality management system), ISO 14001:2015 (environmental management system), and OHSAS 45001:2018 (occupational health and safety management system), and ISO 50001:2018 (energy management system).

Assets of MC Kuzbassrazrezugol:

- 6 branches for open coal mining;

- 1 subsidiary for underground mining production.


MC Kuzbassrazrezugol mines practically all coal deposits of Kuzbass with a wide range of energy and coking brands, with the production of a large range assortment of sorted and enriched coal.

The uniqueness of coals (low content of sulphur, arsenic, chlorine, absence of radiation background - this is confirmed by constant monitoring), allows the use Company's products in various fields of industry.

MC «Kuzbassrazrezugol» is aimed at increasing the production of high-quality coal that meets the demands of consumers. The Company continues to implement the best available technologies in all technological and production processes, including drilling and blasting operations. The most advanced digital developments and software are used to improve production safety, technical re-equipment of the fleet of the main mining transport equipment and auxiliary machinery continues. Sustainable development of the Company in the coming years will also ensure the application of environmentally friendly and more cost-effective technologies, reduction of environmental load, improvement of industrial and environmental safety, care for the health and well-being of employees. T Plus Group is the largest independent heat and power provider in Russia. Main expertise fields include heat and power generation, trading, retail, and energy service. T Plus provides stable and uninterrupted energy supply in 16 regions of Russia. 7 million individuals and 180 thousand legal entities use the services of T Plus.

T Plus manages 54 power plants, more than 400 boilers and 21,6  thousand kilometers of heating grids. Total installed capacity of the Group's production facilities amounts to 14,6 GW in electrical power, and 52 thousand GCal/h in heat.

Federal State Budgetary Organization "Russian Energy Agency" (REA) by the Ministry of Energy of the Russian Federation is a unified state information and technical complex that consists of the main office and branches, i.e., intersectoral territorial centers of scientific and technical information.

REA is an important element of the state system of informational and analytical support aimed at sustainable energy development and greater energy efficiency of the national economy. It also performs some functions of national and interdepartmental importance connected with scientific, informational, analytical, organizational and technological support of national energy policy that effectively addresses three interrelated tasks, namely, energy security, economic growth and environmental sustainability.

The purpose of REA is to promote greater efficiency of the development and implementation of key provisions of state policy in the field of fuel and energy complex and measures aimed at compliance with environmental and energy safety requirements; to improve investment attractiveness of Russia’s energy industry; to promote rational use of renewable energy sources and efficient reproduction of the mineral resources and to conduct researches on issues and challenges related to technological and scientific development of regions’ industrial and energy capacity.

En+ is the world’s largest low-carbon aluminum producer and biggest independent hydropower generator.

The company was founded in Russia in 2002. With an annual production capacity of 3.9 mmt of aluminum, En+ is the largest aluminum producer in the world (ex-China), while 15.1GW of installed hydropower capacity makes En+ the largest independent hydropower company. The Group has a well-established presence across five continents and over 90,000 employees.

En+ core business is concentrated in Siberia, Russia, where the Group’s largest aluminum smelters and HPPs are located. The geographic proximity and complimentary combination of assets form En+’s vertically integrated business model. Aluminum production is powered by renewable hydropower, lowering costs and emissions. The Saint Petersburg International Mercantile Exchange (SPIMEX) was established in May 2008 on the initiative of President of the Russian Federation Vladimir Putin and the Government of the Russian Federation.

SPIMEX is the largest commodities exchange in Russia operating in the following main markets: crude oil and refined products, natural gas, timber, mineral fertilizer. Every fourth tonne of refined products in Russia is traded on the Exchange.

A full-scale electronic trading system provides real-time trading and processing of its results. The Exchange is an open and accessible trading platform, which is an effective channel for selling and a place for buying real commodities at an established market price. The SPIMEX refined products spot market trades in all major groups of refined products with a wide geography of designated delivery points. The Exchange’s derivatives market trades in physically settled futures for refined products and in cash settled futures on price indices for exchange-traded refined products. SPIMEX is also implementing a project for changing the pricing system for export flows of Russian fossil fuels, primarily, crude oil. 

The SPIMEX price indicators based on the liquid and transparent on-exchange trades are recognized as market indicators by Russian tax, antitrust and organized trading legislation. The Exchange calculates price indices for gasoline, diesel, jet fuel, residual fuel oil and LPG. Indices are also calculated for natural gas.

The Exchange also registers OTC transactions in energy commodities. All major Russian producers and their distribution arms provide SPIMEX with information on OTC contracts made. In 2022, the volume of such transactions registered with SPIMEX amounted to 343 MMT for refined products, 501.1 MMT – for crude oil and 775.6 MMT – for coal. On the basis of such data on OTC transactions SPIMEX calculates the Russian national price index for exported crude oil, components of which - starting from 1 Jan 2024 - will be used while calculating mineral extraction tax pursuant to recent amendments to the Russian Tax Code. 

Unipro PJSC (till June 22, 2016 – E.ON Russia JSC) was registered in Surgut on March 4, 2005. The authorized capital of the company amounts to RUB 25,219,482,458.37, the par value of one share is RUB 0.4.  

According to Decree No. 302 signed by the President of the Russian Federation on April 25, 2023, 83.73% of the shares of Unipro PJSC owned by the Uniper SE concern were transferred to the interim administration of the Federal Agency for State Property Management (Rosimushchestvo).
