The Pacific Railway, which will connect the Elga coal-mining complex with Cape Manorsky in Khabarovsk Territory, is scheduled for completion in 2026. The railway will be 626 km long, including junctions and stations, and will enable ELSI to export up to 30 million tonnes of coal per year.
Total length of railway lines owned by ELSI after completion of the Pacific Railway will be about 1300 km.

SPIMEX is the largest commodities exchange in Russia operating in the following main markets: crude oil and refined products, natural gas, timber, mineral fertilizer. Every fourth tonne of refined products in Russia is traded on the Exchange.
A full-scale electronic trading system provides real-time trading and processing of its results. The Exchange is an open and accessible trading platform, which is an effective channel for selling and a place for buying real commodities at an established market price. The SPIMEX refined products spot market trades in all major groups of refined products with a wide geography of designated delivery points. The Exchange’s derivatives market trades in physically settled futures for refined products and in cash settled futures on price indices for exchange-traded refined products. SPIMEX is also implementing a project for changing the pricing system for export flows of Russian fossil fuels, primarily, crude oil.
The SPIMEX price indicators based on the liquid and transparent on-exchange trades are recognized as market indicators by Russian tax, antitrust and organized trading legislation. The Exchange calculates price indices for gasoline, diesel, jet fuel, residual fuel oil and LPG. Indices are also calculated for natural gas.
The Exchange also registers OTC transactions in energy commodities. All major Russian producers and their distribution arms provide SPIMEX with information on OTC contracts made. In 2022, the volume of such transactions registered with SPIMEX amounted to 343 MMT for refined products, 501.1 MMT – for crude oil and 775.6 MMT – for coal. On the basis of such data on OTC transactions SPIMEX calculates the Russian national price index for exported crude oil, components of which - starting from 1 Jan 2024 - will be used while calculating mineral extraction tax pursuant to recent amendments to the Russian Tax Code.
