A global summit of energy ministers representing more
than 30 countries will take place on 3 October 2018 during Russian Energy Week.
The session ‘The Effectiveness of Energy Regulation:
General Approaches and Divergence Between Countries’ will be devoted to public
policy issues in the global energy sector.
Officials invited to the plenary discussion include
Minister of Energy of the Russian Federation Alexander Novak, Minister of
Energy and Industry of the State of Qatar Mohammed Bin Saleh Al-Sada, Minister
of Mining and Energy of the Republic of Serbia Aleksandar Antic, Minister of
Energy of the Republic of Belarus Viktor Karankevich, Minister of Oil of the
Islamic Republic of Iran Bijan Namdar Zanganeh, Minister of Mines and
Hydrocarbons of the Republic of Equatorial Guinea Gabriel Mbaga Obiang Lima,
Minister of Foreign Affairs and Trade of Hungary Peter Szijjarto, and Minister
of Energy of the Republic of Azerbaijan Parviz Shahbazov, among others.
The session will be moderated by Secretary General of
the World Energy Council Christoph Frei.
Given the overall challenges caused by the climate
agenda and the technological revolution, countries need to address global
issues concerning long-term energy and environmental security taking into
account the balance of interests of consumers and producers when making
tariff-related decisions.
During the session, the energy ministers will exchange
experience in the effective regulation of the industry from the standpoint of
its investment appeal, energy security, and budget efficiency. The summit
participants will have to find answers to the question of how new factors such
as the spread of electric vehicles, trade wars, and technological inequality,
among other things, could affect changes in state policy and how we should most
effectively prepare for a possible ‘black swan’ in the global energy sector.
