Gazprom Neft, the
Ministry of Energy of the Russian Federation, and the Ministry of Industry and
Trade of the Russian Federation signed a roadmap for the development of
domestically manufactured equipment for drilling and onshore hydrocarbon
production. The document identifies specific steps to implement the relevant
agreement between Gazprom Neft and the Russian Government. The roadmap was
signed on the sidelines of the Russian Energy Week (REW) by First Deputy
Minister of Energy Pavel Sorokin, Deputy Minister of Industry and Trade Mikhail
Ivanov, and Gazprom Neft Deputy General Director for Exploration and Production
Vadim Yakovlev.
The roadmap outlines
the development stages of 19 areas of focus that aim to substitute imports of
onshore drilling and hydrocarbon extraction equipment for the period until
2030. The priorities include creating a complex for hydraulic fracturing,
high-tech drilling equipment, telemetry systems, and new materials.
The document contains
a list of technical partners in each area and regulates their interaction. The
Ministry of Energy and the Ministry of Industry and Trade serve as coordinators
for the implementation of the projects. One of the key objectives of the
roadmap is to create a mechanism for the government to provide subsidies to
technology developers, as well as other support measures. Gazprom Neft is also
exploring the possibility of introducing carbon dioxide (CO2)
capture and storage technologies.
In September 2023, the
Russian Government and Gazprom Neft agreed to join forces to develop
Russian-made drilling and onshore hydrocarbon extraction equipment. The
corresponding document was signed at the Industrial and Energy Forum in Tyumen.
The agreement stipulates that Russian oil companies and other organizations
that are interested in developing domestic technologies for the oil and gas
industry could participate in implementing projects.

our production chain. However, we are well aware that there is a much broader
scale of challenges facing the industry. Therefore, we call on both
manufacturers and our colleagues from the oil and gas industry to join this
document: the greater the demand, the more large-scale projects and competitive
offers will be available to us.”

to provide oil and gas companies with the equipment they need. This above all
involves unifying industry demand and a common approach to creating goals for
the industry. The Coordination Council for Import Substitution in the Fuel and
Energy Industry has already identified priorities for creating innovations over
the entire spectrum, from geological exploration to hydrocarbon processing, as
well as positions that do not yet have analogues in Russia. And the current
document is another practical step in our joint work to achieve technological
sovereignty in one of the most important sectors of the domestic economy.”

Industry and Trade of the Russian Federation Mikhail Ivanov: “The roadmap
provides a detailed breakdown of the areas of cooperation needed to develop
critical technologies in onshore production and drilling to further build on
the recently signed agreement between the Russian government and Gazprom Neft.”
The Russian Energy Week
International Forum is a key global platform for discussing current trends in
the development of the modern fuel and energy sector. This event is
traditionally held at the highest level, featuring the participation of leaders
from the largest companies in the energy industry. In 2022, more than 70
events, with the involvement of over 270 speakers, were held as part of REW.
The Forum attracted over 3,000 participants and media representatives from
Russia, as well as 83 foreign countries and territories. The Forum is organized
by the Roscongress Foundation and the Ministry of Energy of the Russian
Federation, with the support of the Moscow City Government.
