First Deputy Prime Minister Denis Manturov and Deputy Prime Minister Alexander Novak convened the Coordination Council on Import Substitution of Oil and Gas Equipment under the Government Commission on Import Substitution, which includes the heads of key industry companies, government authorities, and the heads of the constituent entities of the Russian Federation. The event was held as part of the Russian Energy Week International Forum.

The Council meeting was attended by Minister of Industry and Trade Anton Alikhanov, Minister of Energy Sergey Tsivilev, Head of the Federal Agency for Technical Regulation and Metrology Anton Shalaev, Governor of the Khanty-Mansiysk Autonomous Territory Ruslan Kukharuk, Director General of the Institute of Oil and Gas Technology Initiatives (INTI) Nikolay Kuznetsov, and oil and gas company representatives.

Participants discussed the current situation with import substitution for important petroleum equipment and the long-term outlook.

Manturov opened the Coordination Council by speaking about the year’s achievements in import substitution in the fuel and energy sector.

“In general, the trend in the oil and gas machine building industry is promising. Production has grown by 27% since the beginning of the year. Roughly 60 industry R&D projects in the oil and gas machine building industry are currently being implemented with the government’s participation. Most of the models under development are expected to go into mass production next year,” he said.

Novak spoke of the President of Russia’s order to ensure technological sovereignty and develop and implement new national projects to this end.

“Work finalizing a ‘New Nuclear Power Technologies’ national project is wrapping up. It consists of five federal projects for the development of equipment for the oil and gas industry and the production of liquefied natural gas,” he said.

He also mentioned the Government Coordination Centre launch, on the instructions of Prime Minister Mikhail Mishustin, of the development of equipment for the oil and gas industry that would allow for real-time monitoring of work in progress.

The Coordination Council meeting wrapped up with additional agreements for the development of technological potential, equipment for onshore and offshore drilling and production, and energy storage systems signed between the Russian Government and various companies.
