President of the Russian Federation Vladimir Putin has approved and published a list of
instructions based on the results of the plenary session of
the 5th Russian Energy Week International Forum on 12 October 2022.
List of instructions:
1. The Russian Government and
Gazprom, taking into account previously issued instructions, have been
instructed to:
a) Take the necessary decisions to ensure that the gas equipment of
medical organizations of the state and municipal healthcare systems (clinics,
hospitals, and medical and obstetric centres) in settlements that have gas is
connected to gas distribution networks (if there is a need for such connection)
without using the funds of these organizations.
b) Extend, based on the relevant parameters, and ensure the
implementation of the social gasification programme, which calls for connecting
the gas equipment of citizens and medical and educational organizations to gas
distribution networks in settlements that have gas (if there is a need for such
connection) without using their funds.
2. Recommend that senior officials (heads of supreme government executive
bodies) of the regions of the Russian Federation provide certain categories of
citizens in settlements that have gas, including disabled war veterans,
participants in World War II, combat veterans, family members of disabled war
veterans who were killed (or have since died), and combat veterans, large
families, low-income citizens, including low-income families with children, in
the event such citizens submit the relevant application, with subsidies in the
amount of at least RUB 100,000 per household to purchase gas equipment and
conduct work within the boundaries of their land plots and inform the Russian
government about the results.
3. The Russian Government shall:
a) In order to implement Clause 2 of this list of instructions, ensure
the provision of inter-budgetary transfers from the federal budget to the
regions of the Russian Federation to co-finance subsidies to citizens to
purchase gas equipment and conduct work within the boundaries of their land
plots, taking into account the level of estimated fiscal capacity of the
regions of the Russian Federation.
b) Ensure the coordination of work and monitoring of the implementation
of the measures specified in clause 2 of this list of instructions.
c) Ensure the timely implementation of programmes to improve the reliability of the power grid network of the regions of the Russian Federation.

The 6th Russian Energy Week International Forum will be held on 11–13 October 2023 in Moscow. The venue will once again be the Manege Central Exhibition Hall.
