Access to the plenary session is by special invitation and activated special pass only. An invitation will be sent by email.

If you are invited to the plenary session, you must obtain a special access card in addition to your badge.

To access to the plenary session on 26 September, you must have with you:

  • A participant badge
  • An activated special access card
  • An original copy of your identity document (passport)

Testing for access to the plenary session

Plenary session attendees, media representatives and staff who will be present at plenary session must take the PCR test 24 hours before the event.

The result of this test is valid until the end of the Forum.



Special pass distribution schedule

A special pass can be picked up before the test result is received. The test is not needed to get the special pass, but is required for its activation.

How to obtain a special access card?

Collected in person

You must have with you ID (passport) that is listed in the Roscongress personal account.

The special access card cannot be issued if the data in your Roscongress personal account is incorrect.

Collected by a third party

Third parties must present the following:

  • the authorized person’s passport;
  • a list of participants obtaining special access cards;
  • originals of participants’ identity documents that are listed in the Roscongress personal account;
  • an original standard power of attorney.

We recommend that you do not take large bags, plastic bags, laptops, or batteries with you into the plenary session hall. If necessary, you can use the luggage room at the Forum venue (Manege, -1st floor).

! Please arrive at the Forum venue in advance, at least 2 hours prior to the start of the event, and to the plenary session hall at least 30 minutes before the start of the plenary session
