At the Russian Energy Week International Forum, United Petrochemical Company and Xuan Yuan IndustrialDevelopment Co. Ltd signed a strategic cooperation agreement on the development of trade and industrial relations between companies from the People’s Republic of China and the Russian Federation. The documents were signed by Alexander Zakharov, General Director of United Petrochemical Company, and Xue Hailong, Executive President of Xuan Yuan IndustrialDevelopment Co. Ltd.
Priority areas of focus include the development of cooperation in joint projects involving supplies of energy resources and freight, including biodiesel fuel, coal, bulk, hazardous and non-hazardous freight, and liquefied petroleum gas (LNG).
To this end, the parties agreed on the joint implementation of a project: a new rail transport and logistics centre (TLC) located close to the railway bridge over the Amur River, on two land plots in the Jewish Autonomous Region, near the Tongjiang–Nizhneleninskoye border crossing. The planned volume of freight traffic is up to 15 million tonnes a year. The complex will also facilitate the development of the joint industrial production and storage of consumer goods and equipment and the assembly of industrial products.
“The signed agreement will help boost our country’s revenues by creating a centre for the transhipment of strategic energy commodities in a new area. This is a major and significant project for Russia and China,” noted Alexander Zakharov, General Director of United Petrochemical Company.
The joint work on the development of the transport and logistics centre in Russia, with the active involvement of XuanYuan Industrial Development Co. Ltd, will play an important role in supplies of biodiesel fuel from China to Russia, and in the development of China’s border areas. The parties agreed to explore issues of the creation of a retail network of autogasfilling stations (AGFS) and gasification programmes using liquefied natural gas (LNG) from Russia in large towns and cities in China’s Heilongjiang Province.
“The signed agreement was made possible by enormous assistance from the Roscongress Foundation, resulting in our acquiring a new and reliable partner. I am confident that once the transport and logistics park is up and running, we’ll quickly resolve the ‘bottleneck’ problems with the transportation and storage of freight between Russia and the People’s Republic of China. I’m also confident that the project will be supported by the leadership of the Heilongjiang Province,” said XueHailong, Executive President of Xuan Yuan IndustrialDevelopment Co. Ltd.
